You can change the system-wide time and/or timezone in Android but you cannot change either of both in individual apps because apps usually make use of system APIs to get time/timezone.

Typically, you get a TimeZone using getDefault which creates a TimeZone based on the time zone where the program is running. For example, for a program running in Japan, getDefault creates a TimeZone object based on Japanese Standard Time.
However it entirely depends on the developer of the app. They may use some other approach to get timezone e.g. from public IP or device location. Or they may provide an option in app settings to entirely fake the timezone. But Gmail app does not do this and uses system time.
It seems to be possible to change the time zone of Gmail on desktop by changing Google calendar time zones but that’s not possible on Android.
I am not aware of any rooted method that achieves this either, though some old Xposed modules claim to work in creating dual time zone clocks.

The process of changing your time zone setting manually in Gmail is a little awkward. If youre using Chrome or an official Gmail app then Gmail will use the clock on your device phone, tablet or PC to set its own clock. In other words, you cant manually change it within the Gmail service itself. Instead, youll need to adjust the clock on your device instead.
In Windows, to change your timezone, simply right-click on the clock in the taskbar and select Adjust date/time near the top of the list.
Once in the Windows settings app, select your time zone from the Time zone drop-down box.
Once this setting is applied to your operating system refresh Gmail and the time-stamps of your emails will respect your new time zone settings. Refresh it again if it doesnt work it may take a minute or two to pick up on the new setting.

Why Is Gmail Showing The Wrong Date/time For My Messages
Please note that my computer’s time is set correctly. Dates and times are correct in all other applications including Google’s services such as Google Docs and Google Calendar.
However, messages in Gmail are always showing with a timestamp eight hours into the future. Occasionally, after repeated set/reset cycles in my account settings, I get the correct timestamp but when I log out and log back in timestamps are again eight hours into the future.
I have already inspected the email headers, and the timestamp information is correct at each hop.
There are a number of threads on Google’s support forums regarding this and the one that is being monitored by the Google staff seems to be Wrong time posted on all my email – how to fix.
Is anyone aware of a fix or a work-around or at least an explanation of why the timestamps are messed up?
